Increases appropriations for Grow Your Own teacher licensure grants from $1,500,000 in fiscal year 2018 to $5,000,000 in fiscal year 2019.

Allocates at least $3,500,000 of 2019 funds to school districts with more than 30 percent students of color for nonconventional teacher residency programs providing tuition scholarships or stipends.

Allocates at least $1,500,000 to schools or districts with more than 30 percent students of color or American Indian students for tuition assistance, mentoring, and innovative residency program development.

Allows school districts and charter schools to develop expanded programs encouraging secondary students to pursue teaching through dual-credit postsecondary courses and future teacher clubs for students of color and American Indian students.

Requires grant recipients to spend funds within 18 months of award and submit annual reports on participant demographics, retention rates, teacher licensure pursuit, and hiring outcomes; department may retain up to 3 percent for administration.
