Allows charter school and school district boards to mutually convert a charter school into a school district program through a written resolution submitted at least eight months before the next school year, effective July 1.

Permits charter schools combining with school districts to transfer fund balances and debts to the district, and requires separate year-end reports for the charter school's final year of operation.

Authorizes combined programs (formerly charter schools) to receive school aid based on prior year data as if the combined program were a charter school in its first year of operation.

Entitles school districts that combine with charter schools to receive charter school building lease aid for the first and second year after combination, equal to the actual aid paid to the charter school in the year preceding the combination.

Allows districts to include building lease levy amounts in the third, fourth, and fifth years following a charter school combination, equal to the charter school lease aid paid in the year prior to combination.
