Commissioner of Public Safety is prohibited from suspending a driver's license based solely on failure to appear in court for a petty misdemeanor or violation of section 171.24, subdivision 1.

Commissioner is prohibited from suspending a driver's license based solely on failure to pay a fine or surcharge for traffic violations.

Commissioner cannot suspend a driver's license of a person convicted only under section 171.24, subdivision 1 or 2, even if the license was previously suspended for failure to appear or pay fines.

Minnesota Statutes sections 171.171 (suspension for illegal purchase of alcohol or tobacco) and 171.175 (suspension for theft of motor fuel offense) are repealed.

Technical amendments renumber suspension grounds in section 171.18, subdivision 1, and update references to removed suspension statutes in reinstatement fee provisions.
