Amends Minnesota Statutes 2016, section 474A.02, subdivision 22b, to modify the definition of "public facilities project"

Expands the definition to include facilities owned by nonprofit organizations that are used for district heating or cooling, regardless of whether the facility is publicly or privately owned

Removes the restriction that district heating or cooling facilities must be nonprofit-owned, allowing privately owned facilities to qualify for financing through public facilities bonds

Facilities must remain eligible to be financed with the proceeds of public facilities bonds as defined under section 474A.02, subdivision 23a
