School boards are prohibited from entering into agreements that restrict their authority to hire qualified teachers regardless of the teacher's license tier level.

School boards are prohibited from entering into agreements that limit their authority to assign or reassign teachers to schools or programs based on the teacher's license tier level.

Teachers are not required to reside within the employing school district as a condition of employment or continued employment.

For fiscal year 2019 only, the commissioner of education must withhold five percent of a school district's basic revenue on September 1, 2018, if the collective bargaining agreement contains provisions restricting the board's hiring, assignment, or reassignment authority based on teacher license tier levels.
