Establishes the Minnesota Health Policy Commission with 15 voting members to monitor and analyze health care costs, spending, and delivery system reforms, with annual recommendations to legislature by June 15 each year.

Commission membership includes experts in health finance, economics, actuarial science, health plan management, and health care systems, plus representatives from purchasers, consumers, primary care physicians, and long-term care providers, along with four legislative members.

Modifies criminal background check requirements for health-related licensing board applicants, making checks mandatory for initial licensure, endorsement, reinstatement after one year lapse, and interstate licensure compact participation, with results valid for one year.

Allows health-related licensing boards to temporarily suspend a licensee's authority to practice immediately upon probable cause that continued practice presents imminent risk of serious harm, with contested case hearing required within 30 days and final order within 60 days.

Commission expires June 15, 2024; appropriates unspecified amount from general fund for fiscal year 2019; provisions effective day following final enactment.
