Commissioner must adopt rules by January 1, 2019 requiring driver education programs at public, private, and commercial driver training schools to include instruction on distracted driving laws, penalties, and dangers.

Driver's manual must include a section on distracted driving covering the laws governing distracted driving, related penalties, and the dangers of distracted driving, effective January 1, 2019.

Rulemaking authority applies to Minnesota Statutes section 171.0701, subdivision 2 for adopting distracted driving instruction rules.

Rules become effective the day following final enactment for rulemaking authority; driver's manual section becomes effective January 1, 2019.
