Prohibits operating a motor vehicle while using a wireless communications device to compose, read, or send an electronic message when the vehicle is in motion or part of traffic

Increases first offense fine from $175 to $175 plus uniform fine schedule amount (no change to base amount)

Increases second or subsequent offense fine from $225 to $350, plus uniform fine schedule amount

Adds new third or subsequent offense penalty of $700, plus uniform fine schedule amount

Doubles applicable fines if an individual causes a collision resulting in substantial bodily harm or death while violating the prohibition
