Adds pregnant or parenting teens to the categories of pupils without disabilities eligible for school district instruction and transportation services, alongside pupils with short-term or temporary physical or emotional illness or disability.

Authorizes district of residence to provide transportation to pregnant and parenting teens attending educational programs that include academic instruction, at least four hours per week of parenting instruction, and on-site high-quality child care with capacity to serve all enrolled pupils' children.

Maintains existing provisions for determining district responsibility based on residency, with special rules for emergency placements, day programs, residential placements, and homeless students.

District of residence must include transported pregnant and parenting teens in its pupil unit count and pay tuition to the district providing instruction under section 123A.488.

Effective for fiscal year 2019 and later, with transportation costs paid by the providing district and state transportation aid available to that district.
