Establishes a Minnesota prescription drug purchasing program under the commissioner of administration to make prescription drugs available at the lowest possible cost to participants.

Authorizes the commissioner to adopt a preferred drug list, negotiate prices with manufacturers and wholesalers, contract with claims processors and pharmacies, and develop cost allocation systems for program rebates.

Makes the program available to all Minnesota residents with optional participation; allows the commissioner to charge participants a fee.

Permits any pharmacy licensed under chapter 151 to participate if willing to accept program terms and conditions.

Prohibits the program from establishing its own wholesale or retail drug distribution system, except as authorized through contractor arrangements.
