Recodifies Minnesota's GI Bill program by reorganizing educational and professional benefit provisions into separate subdivisions for clarity and administrative purposes.

Creates new subdivision 5b for additional professional or educational benefits with the same eligibility criteria and benefit limits ($3,000 per fiscal year, $10,000 lifetime) as subdivision 5.

Allows benefit amounts under subdivisions 5 and 5b to be used for licensing or certification tests, graduate school admissions tests, national course credit tests, test preparation courses, and associated fees.

Establishes aggregate lifetime benefit cap of $10,000 when recipients use both subdivision 5 and 5b benefits, and similarly when combining subdivision 5a with either subdivision 5 or 5b.

Maintains total program appropriation from general fund at $6,000,000 annually while expanding coverage to include the new subdivision 5b benefits.
