Expands the definition of paddlewheel equipment to include electronic simulated paddlewheel systems with up to three independent rings that spin simultaneously as one spin event, with controls preventing the same computer from activating multiple wheels within three minutes unless used with an electronic paddlewheel table.

Modifies paddle ticket requirements to allow paper tickets printed by point-of-sale systems for electronic paddlewheels and permits virtual chip or ticket images on electronic paddlewheel tables, with secured printed vouchers provided upon quitting play.

Increases maximum paddlewheel prize amounts from $70 per ticket to $500 for wagers of $1 or less and $1,000 for wagers exceeding $1 but not exceeding $2, while capping individual wagers at $2 and total wagers per spin at $50.

Requires the Board to adopt rules governing electronic simulated paddlewheels covering manufacture, production, operation procedures, internal controls, and reporting, with authority to examine systems and require independent testing laboratory certification before approval.

Allows virtual chips or tickets used with electronic paddlewheel tables to omit posted values if all chips issued to a player are the same denomination determined at first purchase and the computer recognizes each chip's value for payout calculations.
