University of Minnesota must submit any university-sponsored student health benefit plan to the Minnesota Commissioner of Commerce for approval before offering it to students and dependents.

Health benefit plans must cover at minimum the essential benefits defined in section 62Q.81, subdivision 4.

Enrollees must receive at enrollment a clear summary of benefits, coverage, exclusions, limitations, cost-sharing requirements, and prior authorization requirements.

Plans must include a quality assurance program with ongoing evaluation of health care quality and a complaint resolution process with access to independent external review for adverse decisions.

Enrollees must be informed that the plan is not an insurance product and is exempt from state insurance regulation; the Commissioner of Commerce must review and approve the plan annually before each academic year.
