Establishes a "carbon reduction facility" designation for existing large nuclear power plants that generate electricity in Minnesota.

Allows public utilities to submit proposals to the Public Utilities Commission by February 1, 2019 for designation, including documentation of total expected costs covering up to 15 years, independent evaluation, and rate impact analysis.

Commission approval of total expected costs constitutes a presumption of prudence for those costs in future proceedings, provided actual expenditures do not exceed approved amounts.

Presumption of prudence does not apply to expenditures for extending operations beyond the facility's operating license, uprating capacity, or terminating operations before license expiration.

Utilities must provide biennial updates to the commission on progress toward approved costs; the commission retains discretion to approve cost recovery exceeding total expected costs with utility bearing burden of proof.
