Extends the exception deadline for foster care licenses for people in unlicensed settings from June 30, 2018 to June 30, 2019, with requirements that case managers provide informed choice information and that licensed services cost no more than unlicensed services.

Modifies child care licensing requirements to change "correction order" language to "correction order or order of conditional license" for posting requirements, and clarifies that maltreatment investigation memoranda must be posted alongside these orders for two years.

Requires the commissioner to complete an analysis by February 15, 2019 of adult foster care settings needing licenses under the exception clause, in collaboration with county licensing agencies and stakeholders including service providers and family members.

Mandates the commissioner provide recommendations to legislative committees regarding whether revisions to the definition of "residential program" for home and community-based waiver services are needed based on the analysis.

Makes the bill effective June 29, 2018, except for the licensing analysis provision which has a February 15, 2019 reporting deadline.
