Amends Minnesota Statutes section 136A.121, subdivision 5, to modify the assigned student responsibility percentage for state grant stipends.

Reduces assigned student responsibility from at least 50 percent to variable percentages: 47 percent in fiscal year 2019, 44 percent in fiscal years 2020-2021, 41 percent in fiscal years 2022-2023, and 38 percent thereafter.

Maintains the minimum financial stipend at $100 per academic year and continues the requirement to deduct family responsibility and federal Pell grant awards.

Becomes effective July 1, 2018.
