Exempts the Metropolitan Airports Commission from the political subdivision compensation limit under Minnesota Statutes section 43A.17, subdivision 9

Allows the MAC to determine compensation for appointed engineers, consultants, attorneys, officers, agents, and employees without restriction

Requires the MAC to adopt and submit an affirmative action plan to the appropriate state agency or office for review and approval, with yearly progress reports

Maintains requirement that when the MAC performs work within a first-class city or establishes minimum wages for skilled or unskilled labor, prevailing wage rates must be paid
