Requires the state commissioner to report to the House Ways and Means and Senate Finance Committee chairs and ranking minority members on receipt of federal funds by the state.

Reports must be submitted with the governor's detailed operating budget in odd-numbered years and within ten days before the start of regular sessions in even-numbered years.

Each report must include total federal funds received in the fiscal year ending prior June 30 and anticipated funds for the current fiscal year, broken down by funding category.

For each federal grant or funding source, the report must list the grant name, federal agency, identification number, purpose, funding amounts, maintenance-of-effort requirements, and number of full-time equivalent employees assigned to implement the funding.

The report must also detail funds spent as matching funds or otherwise in conjunction with the federal funding, listing state and nonstate sources separately, and identify the maximum amount of federal funds that may be used for indirect costs.
