Amends Minnesota Statutes 2016, section 3.855, subdivision 1a, to specify conditions for legislative ratification of proposed collective bargaining agreements in public employment.

Requires that ratification of collective bargaining agreements must be accomplished by law.

Allows ratification to be made contingent upon fulfillment of an express condition or an effective date contingent on fulfillment of an express condition, with ratification occurring on whichever date is later.

Specifies that an express condition may include the enactment of a law.

Designates the commissioner of management and budget to determine whether an express condition has been fulfilled.
