Authorizes data sharing between the Department of Human Services and the Metropolitan Council for coordinating special transportation services for disabled and elderly individuals, with data limited to names, date of birth, residential address, and program eligibility status with expiration dates.

Allows reimbursement between the Department of Human Services and the Metropolitan Council for special transportation services provided under Minnesota Statutes section 473.386.

Expands the geographic coverage area of the Metropolitan Council's special transportation service to include any area added to the transit taxing district under section 473.4461 that received capital improvements financed through the Minnesota Urban Partnership Agreement (UPA) program.

Applies to seven counties: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington.

All provisions are effective the day following final enactment.
