Allows the Commissioner of Natural Resources to continue managing groundwater resources in the north and east groundwater management areas using all available authorities.

Exempts public water suppliers in the seven-county metropolitan area from requiring contingency plans to convert water supplies to surface water.

Permits public water suppliers to implement commercial or residential irrigation bans or alternative water use reduction measures when notified by the commissioner that lake levels fall below court-ordered levels.

Allows public water suppliers to use alternative water use metrics instead of per capita residential water use for water reduction goals and planning, with all provisions expiring July 1, 2019.
