Establishes biodiesel content mandates for diesel fuel sold in Minnesota: 2% by September 29, 2005; 5% by May 1, 2009; 10% by May 1, 2012; and 20% by May 1, 2018.

Allows the 10% and 20% biodiesel mandates to apply only during April through September, with a 5% minimum for the remainder of the year, unless commissioners certify that appropriate cold-weather specifications exist.

Permits April 1-14 diesel fuel to contain as low as 10% biodiesel (instead of the higher seasonal requirement) when seasonal reduction to 5% is in effect.

Requires commissioners of agriculture, commerce, and pollution control to verify four conditions before implementing higher biodiesel mandates, including sufficient supply from U.S./Canadian feedstock (50% of anticipated demand), adequate infrastructure, and 5% from non-traditional sources like algae or waste oils.

Extends the Number 1 diesel fuel exemption from biodiesel content requirements, removing the May 1, 2020 expiration date.
