Requires each school district to have a school counselor in every school building serving grades kindergarten through 12, effective beginning in the 2019-2020 school year.

School counselors must assist students with high school graduation requirements, college and career exploration, college affordability planning, and transitions to postsecondary education or training.

Appropriates funds from the general fund to the commissioner of education to reimburse school districts for planning, hiring, and training school counselors, with funding available until June 30, 2020.

Establishes a base appropriation for fiscal year 2020 and later (specific dollar amounts to be determined).
