Amends definition of "place of public accommodation" to mean any publicly or privately owned facility designed for 200+ occupants that serves alcohol, excluding lodging houses, hospitals, hotels, nursing homes, schools, places of worship, and congressionally chartered veterans organizations.

Requires state fire marshal to develop a plan to inspect every place of public accommodation once every three years.

Establishes triennial inspection fee of $0.014 per square foot per building, which includes two follow-up inspections or on-site consultations; additional follow-up inspections cost $0.005 per square foot.

Creates dedicated account in special revenue fund called "state fire marshal places of public accommodation inspection dedicated account" to receive and hold inspection fees.

Annually appropriates all money in the dedicated account to the commissioner of public safety to operate and administer the inspection program.
