Establishes a grant program under the Department of Commerce to award grants to school districts for design, purchase, and installation of solar energy systems on school buildings.

Restricts eligibility to school districts that obtain electric service from the public utility owning a nuclear electric generating facility in Minnesota.

Grants may cover up to 95 percent of costs for solar systems with capacity not exceeding 300 kilowatts and must match the electric load of the school building.

Awards grants on a first-come, first-served basis with attempts to distribute grants geographically throughout the utility's service territory.

Appropriates $16,000,000 from the renewable development account for fiscal year 2019, available until June 30, 2021, with unexpended funds returning to the account.
