Prohibits the commissioner from renewing, modifying, or renegotiating integrated health partnership contracts if the cost would exceed the projected cost determined by the most recent forecast by more than a specified percentage (percentage amount left blank in bill).

Prohibits the commissioner from renewing, modifying, or renegotiating managed care or county-based purchasing plan contracts if the cost would exceed the projected cost determined by the most recent forecast by more than a specified percentage (percentage amount left blank in bill).

Both contract restrictions become effective January 1, 2019, and apply to renewed, modified, or renegotiated contracts taking effect on or after that date.

Maintains existing managed care contract requirements including five percent payment withhold pending completion of performance targets related to emergency department utilization, hospital admission rates, and subsequent hospitalizations.

Requires managed care plans and county-based purchasing plans to maintain current agreements with all subcontractors providing administrative services expensed to state public health care programs.
