Defines "next generation integrated health partnership" as an integrated health partnership operating under Department of Human Services contract in the seven-county metropolitan area on or after January 1, 2019, incorporating components from the "Outcomes-Based Purchasing Redesign and Next Generation IHP" request issued November 15, 2017.

Requires the Department of Human Services to obtain a health maintenance organization license from the Commissioner of Health if next generation integrated health partnerships are reimbursed under a payment methodology requiring shared financial risk based on total cost of care or other measures.

Requires the Department of Human Services to obtain a utilization review organization license from the Commissioner of Commerce if the commissioner establishes and administers a single preferred drug list for medical assistance and MinnesotaCare enrollees across fee-for-service, integrated health partnerships, and managed care.

Requires the Department of Human Services to obtain an insurance plan administrator license from the Commissioner of Commerce if the commissioner requires next generation integrated health partnerships to purchase or contract for administrative services with the commissioner.

All provisions are effective January 1, 2019, and apply to next generation integrated health partnership contracts taking effect on or after that date.
