Establishes a 14-member working group to review and recommend restructuring of the Department of Human Services, with members appointed by July 1, 2018.

Working group membership includes 2 House members, 2 Senate members, legislative auditor, commissioner of administration, 2 county social services representatives, 2 tribal social services representatives, 2 representatives from client advocacy organizations, and 2 representatives from licensed service providers.

Working group must evaluate current agency structure and propose restructuring to improve coordination, control, accountability, and continuity while considering comparative state models, administrative efficiencies, client impacts, funding sources, and elimination of service duplication.

Legislative auditor or designee chairs the working group and convenes the first meeting by August 1, 2018, with the Legislative Coordinating Commission providing administrative support and meeting space.

Working group must submit a report with findings, recommendations, and draft legislation to relevant legislative committees, including discussion of costs and benefits of any proposed restructuring; working group expires upon report submission.
