Amends Minnesota Statutes section 222.49 to require annual transfer of unencumbered balances from the rail service improvement account to a newly created freight rail account by June 30 each year.

Establishes a freight rail economic development program jointly administered by the commissioners of transportation and employment and economic development to provide financial assistance for rail infrastructure projects.

Creates a freight rail account in the special revenue fund receiving deposits from railroad right-of-way dispositions and other property sales; funds are appropriated annually for financial assistance awards with no administrative spending allowed.

Establishes eligibility criteria for recipients (Class II/III railroads, rail users, and political subdivisions) and projects (those improving freight movement safety/efficiency, providing capital maintenance/rehabilitation, and consistent with statewide freight and passenger rail plans).

Limits combined state funding to 85 percent of total project cost, requires nonpublic funding commitment of at least 25 percent, ensures balanced geographic distribution of awards throughout the state, and exempts projects from state engineering standards more restrictive than federal track safety standards under CFR title 49, part 213.
