Bill Summary: S.F. No. 3647

• Modifies Clean Water Legacy Act to enable comprehensive watershed management plans to serve as alternatives to separate comprehensive plans, local water management plans, and watershed management plans under Minnesota water law.

• Allows TMDL implementation plans and Watershed Restoration and Protection Strategies (WRAPS) to be replaced by comprehensive watershed or local water management plans when the Pollution Control Agency commissioner determines they provide sufficient assurance of progress toward water quality goals.

• Establishes June 30, 2023 deadline for completing watershed restoration and protection strategies for at least 10 percent of the state's major watersheds, unless a comprehensive watershed management plan adequately addresses restoration goals.

• Expands the definition of TMDL implementation plans to include comprehensive watershed management plans, comprehensive local water management plans, or existing statewide/regional strategies published by the Pollution Control Agency.

• Grants the Board of Water and Soil Resources authority to establish alternative timelines and use comprehensive watershed management plan information for nonpoint source priority funding plans under section 114D.50.
