Bill Summary: SF 3651

• Expands the definition of "semiautomatic military-style assault weapon" to include rifles with detachable magazines and two or more specified features (pistol grip, protruding grip, folding stock, barrel shroud, bayonet mount, flash suppressor, or grenade launcher), semiautomatic pistols with detachable magazines and two or more similar features, semiautomatic shotguns with two or more specified features, and conversion kits or parts that can assemble such weapons.

• Prohibits the transfer of semiautomatic military-style assault weapons effective August 1, 2018, with exceptions for law enforcement, immediate family members, estate transfers, antique firearms, licensed curio/relic collectors, temporary transfers to prevent imminent harm, and temporary transfers for shooting ranges, organized competitions, lawful hunting/trapping, or in the presence of the transferor.

• Establishes a violation of the transfer prohibition as a gross misdemeanor.

• Creates a voluntary semiautomatic military-style assault weapon buyback program administered by the commissioner of public safety, with reimbursements issued to local law enforcement agencies or licensed firearms dealers, compensating at the lesser of the purchase amount or fair market value as of the prohibition effective date.

• Appropriates $500,000 from the general fund in fiscal year 2019 to implement the voluntary buyback program.
