Expands Minnesota Statutes section 609.2231, subdivision 3a to include intentionally transferring all bodily fluids (in addition to feces) as a felony assault against secure treatment facility personnel.

Applies to individuals committed under chapter 253D, section 253B.185, or section 526.10 who assault employees or care providers while they perform duties at secure treatment facilities.

Establishes felony penalties of up to two years imprisonment or a fine of up to $4,000, or both, for assaulting facility personnel or transferring bodily fluids at them.

Requires courts to commit convicted persons to the commissioner of corrections for a minimum of one year and one day, with no eligibility for probation, parole, discharge, work release, or supervised release until the full term is served.

Mandates five-year conditional release following prison release, with terms governed by sections 244.05 and 609.3455, effective August 1, 2018 for violations committed on or after that date.
