Authorizes school districts to use long-term facilities maintenance revenue for projects that increase the safety and security of school facilities for remodeling and equipping existing facilities.

Creates a supplemental aid program that increases a district's revenue by the commissioner-approved cost for safety and security projects, capped at a specified amount times the district's adjusted pupil units.

Requires districts generating revenue under this program to include provisions for increasing school facility safety and security in their facilities plans.

Allows districts to finance approved safety and security projects through annual levies or bond issuance, with boards required to certify levies or debt service levies no later than December 31 of the applicable year.

Establishes long-term facilities maintenance equalization revenue at $193 per adjusted pupil unit for fiscal year 2017, $292 for fiscal year 2018, and $380 for fiscal year 2019 and later, effective July 1, 2018.
