Establishes a Legislative Budget Office Oversight Commission composed of two senate members each appointed by the Subcommittee on Committees and senate minority leader, and two house members each appointed by the speaker and minority leader, effective upon final enactment.

Requires the Legislative Budget Office to adopt uniform standards, guidelines, and procedures for fiscal note preparation, subject to oversight commission approval, effective January 8, 2019.

Grants the Legislative Budget Office director authority to request and receive data from state agencies and departments regardless of classification, with strict confidentiality protections requiring removal or dismissal for violations, effective January 8, 2019.

Modifies fiscal note preparation duties to require state agencies and departments to cooperate with the Legislative Budget Office consistent with adopted standards, guidelines, and procedures, effective January 8, 2019.

Transfers $207,000 annually from county aid appropriations to the Legislative Coordinating Commission for the Legislative Budget Office and $7,000 to the commissioner of education for local impact note preparation, effective January 8, 2019.
