Clarifies that persons must submit motor vehicle registration or transfer applications to the commissioner or deputy registrar within ten days following the date of sale, making failure to do so a misdemeanor.

Allows fleet registration applicants to pay either a filing fee for transactions processed by deputy registrars or an equivalent administrative fee for transactions processed by the commissioner.

Permits deputy registrars and driver's license agents to retain $10 of the $20 expedited service fee for driver's licenses, permits, identification cards, and vehicle title transactions, with remaining fees paid to operating accounts.

Authorizes deputy registrars to receive motor vehicle applications and submissions by mail and process those transactions while retaining the appropriate filing fee.

Effective date of November 1, 2018 for expedited service fee provisions.
