Appropriates $7,000,000 in fiscal 2019 from the renewable development account to the commissioner of employment and economic development for a grant to the City of Duluth for a municipal district heating facility and systems upgrade.

Notwithstanding requirements of Minnesota Statutes section 116C.779, subdivision 1, paragraph (j), the appropriation is available until expended.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $7,000,000 to provide the appropriated funds from the bond proceeds fund.

Bond issuance must follow procedures prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
