Appropriates $3,900,000 from the bond proceeds fund to the commissioner of transportation for a grant to Kandiyohi County for a highway-rail grade separation project.

Funds acquisition of property, predesign, design, engineering, construction, and equipment of a highway-rail grade separation overpass of County State-Aid Highway 55 over BNSF railroad tracks.

Funds construction and reconstruction of local roadways to reestablish the local road network for County State-Aid Highways 55, 5, and 15 on the southwest side of the Willmar Industrial Park.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,900,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
