• Restructures funding priorities for the basic sliding fee child care program, eliminating the second priority for parents completing MFIP or DWP transition and reassigning remaining priorities upward effective July 1, 2018.

• Establishes five priority tiers: non-MFIP families needing education/high school equivalency with subpriorities for minor and young parents; families eligible for portability pool assistance; families with veteran parents; all other eligible families; and families receiving specified services who completed transitions.

• Modifies the allocation formula effective January 1, 2019 by changing the waiting list component from one-fourth to one-half of available funds and averaging the most recent 12 months of waiting list data instead of 6 months.

• Implements 2019 as a phase-in year for the revised formula by averaging the final 2018 allocation with the initial 2019 allocation using the new formula, with this provision expiring January 1, 2020.
