Allows a legal parent to file a petition for reestablishment of a parent-child relationship previously terminated, expanding authority beyond just the county attorney.

Reduces the required foster care duration from 36 months to 24 months after termination of parental rights before a petition may be filed.

Removes the minimum age requirement of 15 years for the child at the time of petition filing, making younger children eligible for reestablishment proceedings.

Requires the court to find by clear and convincing evidence that reestablishment is in the child's best interests, the child has not been adopted, the parent has corrected prior issues, and the parent is willing and capable of providing care.

Repeals the provision that made the county attorney's decision not to file a petition non-appealable, allowing parents to potentially challenge such decisions.
