Amends Minnesota Statutes section 609.52, subdivision 3 to modify sentencing for theft offenses based on property value and circumstances.

Establishes sentencing tier for firearm theft or theft exceeding $35,000 with specific conviction types: up to 20 years imprisonment or $100,000 fine, or both.

Sets sentencing for theft exceeding $5,000 or involving trade secrets, explosives, or Schedule I/II controlled substances: up to 10 years imprisonment or $20,000 fine, or both.

Creates enhanced penalties for repeat theft offenders with prior convictions within five years, increasing sentence severity based on number of prior offenses and theft amount.

Effective August 1, 2018, applying to violations committed on or after that date.
