Appropriates $2,938,500 from the bond proceeds fund to the commissioner of natural resources for a grant to the city of Faribault for flood protection and mitigation measures.

Authorizes construction of flood protection infrastructure including a floodwall, Straight River bank stabilization, levees, road closure system, floodwall tieback, and sanitary structure modifications based on the city's 2017 Preliminary Engineering Report.

Directs the commissioner of management and budget to sell and issue state bonds up to $2,938,500 to fund the appropriation in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
