Appropriates $3,500,000 to predesign, design, construct, furnish, and equip a new safety corridor connecting Smith, Quinn, and Noyes Halls at the Minnesota State Academy for the Deaf campus.

Appropriates $1,800,000 for renovations to Smith and Quinn Halls at the Minnesota State Academy for the Deaf campus.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,300,000 to fund these appropriations, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
