Appropriates $3,900,000 from the bond proceeds fund to the commissioner of administration for predesign, design, construction, furnishing, and equipping renovations of Kramer, Brandeen, and Rode dorms at the Minnesota State Academy for the Blind school campus.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,900,000 to provide funding for the appropriation, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
