Appropriates $800,000 from the bond proceeds fund to the commissioner of administration for designing, constructing, furnishing, and equipping a track on the Minnesota State Academy for the Blind campus.

Track will serve students of both the Minnesota State Academy for the Blind and the Minnesota State Academy for the Deaf.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $800,000 to fund the project, following procedures prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
