Appropriates $710,000 from the bond proceeds fund to the commissioner of natural resources for a grant to the city of Faribault for development of the Northern Links Trail, which connects to the Sakatah Singing Hills State Trail.

Requires the commissioner of management and budget to determine that sufficient resources have been committed to complete the project before the appropriation becomes available.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $710,000 to provide funding for this appropriation.

Takes effect the day following final enactment.
