Defines "racing or gaming-related vendor" as any person or entity that manufactures, sells, provides, distributes, repairs, or maintains equipment or supplies used at Class A facilities or provides services related to horse racing, simulcasting, pari-mutuel betting, or card playing.

Changes the commission's annual report deadline from February 15 of each odd-numbered year to every odd-numbered year without specifying a date.

Modifies license revocation and suspension procedures by establishing a 180-day threshold (previously 90 days) for triggering contested case hearing rights and shortens the timeline for contested case hearings on summary suspensions from 30 days to 10 days.

Extends the payment deadline for advance deposit wagering providers to pay regulatory fees and breeders fund fees from 7 days to 15 days after the end of the month in which wagers were made.

Designates civil fines collected for horse racing violations to be distributed as grants, contracts, or expenditures to support racehorse adoption, retirement, and repurposing programs, and allows the commission to recover attorney fees and costs from these fines when the commission prevails in contested case proceedings.
