Appropriates $52,763,000 to the Pollution Control Agency for design and construction of remedial systems at the Freeway Landfill and Dump in Burnsville, including groundwater investigation and protection and land acquisition.

Funding consists of $15,000,000 from the general fund and $37,763,000 from the bond proceeds fund.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $37,763,000 to provide the bond proceeds fund amount.

Bond issuance follows procedures in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
