Establishes the Red River Basin Commission in Minnesota Statutes chapter 103B to facilitate dialogue and coordinate water management efforts across Minnesota, North Dakota, South Dakota, and Manitoba.

Commission must have basin-wide member representation with selection and terms defined in adopted bylaws.

Commission duties include developing comprehensive water management goals, monitoring basin conditions, conducting public meetings, providing education programs, advising on watershed projects, creating framework plans, and administering project funds.

Commission must provide periodic budget requests and progress reports to governors of the three states, premier of Manitoba, and their respective legislatures and congressional representatives.

Appropriates $50,000 in fiscal year 2019 to the Board of Water and Soil Resources for a grant to the Red River Basin Commission, added to agency base.
