Prohibits the Pollution Control Agency from enforcing air quality permit conditions that limit the number of vehicles delivering grain or the amount of grain delivered to ethanol production facilities.

Requires the agency to analyze cumulative environmental pollution effects when issuing permits to facilities in first-class cities in Hennepin County that meet five specific conditions, including proximity to EPA superfund sites and areas with high rates of childhood lead poisoning and asthma.

Maintains agency authority to revoke or modify permits when necessary to prevent or abate pollution.

Preserves county authority to enforce land use controls and ordinances regarding siting, expansion, or operation of solid waste facilities.

Allows construction or modification of facilities to commence prior to issuance of a construction permit, except where prohibited by federal law.
