Allows Renville County Board of Commissioners to adopt a resolution making the county recorder position appointive rather than elective, notwithstanding Minnesota Statutes section 382.01.

Requires the county board to publish a proposed resolution for two consecutive weeks, hold a public comment meeting, and obtain approval from at least 80 percent of board members before adopting the change.

Permits county voters to petition for a referendum within 60 days of resolution adoption if signed by at least 10 percent of registered voters, with the change implemented only if a majority votes in favor.

Requires the current elected county recorder to complete their term or until a vacancy occurs, whichever is earlier.

Allows the county board to revert the position back to elective status no sooner than three years after making it appointive, subject to the same publication, public comment, and voter petition procedures.
